      淮河流域是我国南北气候重要的过渡带,气象灾害频繁发生。这里水网、农田、丘陵、山地、城镇密布,地气作用复杂,干冷与暖湿空气时常交汇与此,造成局地或流域旱涝时常发生,因此淮河流域是研究能量和水分循环的理想试验场。由北京大学赵柏林院士主持的国家自然科学基金重大项目“淮河流域能量与水分循环试验和研究(HUaihe river Basin Experiment, 简称HUBEX)”,于1998年1999年夏在淮河流域开展了气象和水文联合观测试验。本文首先回顾了该试验期间使用观测仪器及其功能、观测系统运行状况,并总结了这些仪器发挥的作用。文章还总结了HUBEX后续观测系统的发展,如增设仪器及发挥的作用,还介绍了观测数据及应用。文章最后对淮河流域能量和水分循环观测系统在推动区域天气预报中发展的作用。
英文摘要:
      Huaihe River Basin is an transition zone of climate between North and South China, where meteorological disasters occur frequently. The water network, farmland, hills, mountains and towns are densely distributed here. The role of land and air is complex there. The dry-cold and moist-warm air often convergence here, resulting in local or basin drought/flood frequently. Therefore, the Huaihe River Basin is an ideal experimental field for studying energy and water cycle. A major project of the National Natural Science Foundation of China "HUaihe river Basin energy and water cycle EXperiment (HUBEX)", chaired by academician Zhao Bolin of Peking University, carried out a joint observation experiment of meteorology and hydrology in the Huaihe River Basin in the summer of 1998 and 1999. This paper first reviews the observation instruments and their functions, the operation of the observation system, and summarizes the role of these instruments. The paper also summarizes the development of HUBEX follow-up observation system, such as adding instruments and their functions, and introduces the observation data and application. Finally, the paper discusses the role of energy and water cycle observation system in promoting regional weather forecast.
