The observations have shown that the persistent heavy fog events in northern China were usually accompanied by the presence of clouds above the fog, and characterized by co-existing structure of clouds and fog. Combined with satellite, radiosonde, ground observation, tethered balloon sounding, and microwave radiometer data, the mesoscale model WRF was applied to investigate the role of cloud radiative effect in the maintenance and development of two persistent fogs on 3-6 December 2011 and 28-31 January 2013. The comparison and verification of horizontal distributions of fog and cloud as well as the vertical profiles of temperature and relative humidity between model and observation were conducted. The results indicated that the persistent fog processes lasted for more than 48 hours and accompanied by southern warm and wet advection at low levels near the ground. During the development of heavy fog events, the structure was changed from simple fog to co-existence of fog and cloud. The middle and high clouds with ice and snow particles covered foggy area after 24 hour when fog was formed. The cloud base was more than 3 km, and cloud thickness was greater than 3.5 km. During daytime, due to the appearance of co-exist structure of clouds and fog and the enhanced solar radiation reflectance by clouds and fog, the solar radiation at surface was greatly reduced about 71-84%. It weakened warming and prevented fog from dissipating. Meanwhile, the greenhouse effect caused by clouds and fog enhanced the turbulence process, which promoted fog to extend upward and maintain in the stable layer. At nighttime, the longwave radiation cooling at surface was reduced due to the greenhouse effect of clouds and fog, with the net radiation growth of 70 W m-2 above, which was not conducive to the further development of the fog events. However, the enhanced turbulent diffusion process due to greenhouse effect of clouds and fog was favorable to the development of fog events in the vertical direction. Thus, the present of clouds over fog plays an important role in maintaining and developing of the long-lasting fog events through cloud radiative effect..
